South Africa Diamond Compliance
South Africa is a significant diamond producer and the historical home of the global diamond industry. De Beers was founded in South Africa in 1888 and dominated global diamond production and marketing for most of the 20th century. Today, South Africa produces approximately 8-9 million carats per year, primarily from mines operated by De Beers and Petra Diamonds.
Regulatory Framework
The South African diamond industry is regulated by the Diamonds Act 56 of 1986 (as amended) and the Diamond Export Levy Act. The South African Diamond and Precious Metals Regulator (SADPMR) oversees the industry, including licensing, beneficiation requirements, and KP compliance. South Africa requires that a portion of rough diamonds be offered for sale to local beneficiators before export.
